ADR-017 Phase 3f-5：刪除未被 runtime 引用的 elephant_alpha_decision_router、telegram_ai_integration、watcher_agent；補 .env.example 的 Aider/AutoHeal/NVIDIA/OpenClaw/backup/report/PG sync 等實際讀取變數。
