根本原因: nemotron-mini-4b-instruct 輸出 JSON 被截斷 (raw_response={"confidence": )
→ proposal_parse_failed → fallback Expert System → AI 仲裁 0% 信心

修復: AI_FALLBACK_ORDER 改為 ollama 優先，NVIDIA 降為第二
(Ollama qwen2.5:7b-instruct 在 192.168.0.188:11434 輸出品質穩定)
